ABOUT THE PROJECT
The Hammamet Conference series is a UK–North Africa programme of events run by the British Council. The major theme of the conference series is “the leadership challenge” and the content focuses on the shared challenges facing leaders in each of the participating countries. It is the focal point of a wider ongoing dialogue intended to inform a year-round discussion through events and online activity. Hammamet provides participants with a platform for dialogue, and seeks to generate solution-driven conversations between the UK and the countries of North Africa.
It enables current and emerging leaders and opinion formers (Fellows) from Algeria, Egypt, Libya, Morocco, Tunisia and the UK to discuss shared challenges, exchange ideas, and learn more about the latest research and innovative thinking on issues of common concern. It provides a platform to develop shared solutions and ideas at a crucial time for the countries of North Africa. Its purpose is to share ideas, respond to challenges and develop innovative solutions to the challenges faced by these countries.
To date, evaluation of Hammamet has been limited to mainly quantitative data: numbers of participants as well as some light-touch qualitative data (post-conference survey). In 2014, a review of the first three years was conducted with recommendations for future development of the conference. This comprised a review of existing data, plus a limited number of interviews with stakeholders (Fellows and British Council colleagues).
ABOUT THE ROLE
We are now looking to commission a consultant or team of consultants to carry out a thorough evaluation of the project’s impact on Fellows and their networks in country and beyond (if applicable). This should reflect the impact as reported by Fellows, and as aimed for within the logical framework pertaining to the Hammamet series (which will be provided). The successful supplier will analyse whether there is a gap between the two and propose how to address this, as well as how the Hammamet Conference and network can align more closely with the overall impact goals of the British Council.
QUALIFICATIONS AND EXPERIENCE REQUIRED
We are seeking a consultant(s) skilled in designing impact assessment methodologies in particular.
Essential
- At least five years’ Monitoring and Evaluation experience in a range of international projects
- Strong understanding and application of a range of evaluation methods, including qualitative methods
- Strong experience of research design
- Strong experience of drafting case studies to illustrate impact
- Strong understanding of best practices in capturing and communicating impact for specific audiences
- Excellent written English
- A university degree/post-graduate qualification in related subjects (politics, international and/or social development).
Desirable
- Fluency in French
- Fluency in Arabic
- Understanding of the current social and political landscape in North Africa.
