About the project
The Government of Maharashtra, Tata Trust and British Council India have recently launched the ELIPS2, a teacher development project that will take place across nine districts in Maharashtra. The aim is to improve the quality of English language teaching in primary schools. This will be achieved through the development of master trainers to support teachers at cluster level through teacher activity groups and by building the capacity of government agencies including the State Institute of English (SIE), enabling them to support and manage future large-scale teacher development programmes.
In Year one of ELIPS2, we will select 25 experienced teachers who will be deputed to the SIE as state academic resource persons. They will receive 40 days face-to-face training and a range of online self-access and e-moderated courses over two years from the British Council. Following training, they will take on responsibilities which include writing teaching and training materials, supporting master trainers, monitoring and evaluation of teaching and training and contributing to the planning and implementation of training programmes.
In the first year, we will also select and train 250 master trainers. Master trainers will support primary teachers in their local areas through WhatsApp groups and by facilitating Teacher Activity Group (TAG) meetings that will take place each month at cluster resource centres. These TAGs will be semi-structured meetings where up to 25 primary teachers meet to practise their English, discuss teaching ideas and make action plans to implement in future lessons.
About the role
British Council India is seeking a Quality assurance and evaluation consultant to work on key areas of ELIPS2 which include:
- reviewing materials and resources to be used in training and TAGs and making recommendations on future materials
- reviewing, revising and validating the monitoring and evaluation framework, systems and tools, including those to be used in classroom observations, TAG observations and focus groups
- analysing and interpreting data collected through monitoring and evaluation and drawing conclusions on achievements and trends
- writing end of year and final project reports which identify areas in which the project has been successful, areas for development and recommendations
- making recommendations to assist with the scaling up and sustainability of the project.
The role will include:
- desk research including analysis of documentation and data collection
- meetings in India with the project team and key stakeholders
- focus groups with officials, teacher educators, teachers and learners and other stakeholders
- teaching / training / TAG observations.
The consultancy will include approximately seven to ten days of desk research and six days for in-country visits per year. During in-country field visits, British Council will provide support as required including providing all project documentation and data, securing access to specific groups of stakeholders and practitioners and organising travel logistics.
Qualifications and experience
Essential
- experience of the education sector and social attitudes to it in India and / or South Asia
- post-graduate qualification in relevant subject (ELT/Linguistics and/or Education)
- specialist qualification and / or significant experience of evaluations of this type in an ELT and developing country context
- experience of designing and analysing relevant evaluation apparatus and producing high quality reports
- experience of analysis of small and larger scale monitoring and evaluation quantitative and qualitative data
- experience of supporting and implementing informal teacher development programmes such as teacher clubs
- experience of digital technologies in teaching and training programmes
Desirable
Knowledge and experience of:
- social media (e.g. Facebook and WhatsApp) on projects to facilitate professional development
- using digital technologies for monitoring and evaluation purposes
- school-based mentoring programmes
