The British Council is seeking a supplier to present an illustration of what MRQ agreements are, why countries seek to develop them, and how MRQ agreements are developed.

The aim and objectives of this study are:

To understand in more depth what MRQ agreements are, including their types and forms of practice 

  • Starting generally and considering MRQ agreements broadly
  • But focusing in specifically to provide understanding of MRQ agreements which involve the UK 

To identify who are key stakeholders in British Council identified countries (see section 2.4) and to describe the respective roles of these stakeholders in the development of MRQ agreements

To explore the process and key interventions that enable the MRQ agreements to be recognised-

  • Describe the stages of MRQ agreement development and delivery- the life cycle of MRQ agreements in different countries/regions 
  • Develop a SWOT of MRQ agreements using selected case studies for future planning and support of MRQ agreement development/delivery.  
  • To map out some examples on the time-resource spectrum. 

To understand the British Council’s KPI from the perspective of local stakeholders - ie to understand the benefit to a partner country of developing agreements to recognise UK qualifications

  • Describe the desired impact that partner countries expect qualification recognition will make on different levels (for instance bringing positive change, creating an enabling environment and enhancing the impact of changes on operational, technical, regulatory and or legislative levels). 
  • To relate and reference the bigger impact that partner countries expect these MRQ agreements contribute to, for example to the macro perspective, relying on global practice that global convention by UNESCO and others reference to especially around SDGs.  

The supplier will deliver the project over a 4 month duration (between December 2023 and March 2024).
